    CONTEXT
    “Romanians complain about the poor quality of the medical act and say that their trust in the system is low” Recent surveys and analyzes show that although extraordinary, even spectacular results have been achieved in certain medical specialties in recent decades, the progress recorded has been uneven. , and many Romanians complain about the poor quality of the medical act and say that their trust in the system is low (Ipsos Global Health Service Monitor survey). Patients who have been hospitalized several times say that “health” has been sitting at the starting line for 30 years, waiting for the start. That is why they are uneasy, even mistrustful, in the national health system, despite the major efforts of doctors to use the latest medical technologies, last-generation drugs, modern therapeutic procedures and conducts, personalized medicine. In this context, can we talk about increasing the performance of the health system as a whole? A performance audit mission regarding the management of human resources and the development of the infrastructure of hospital health units, carried out by the Court of Accounts of Romania in 2022 for the period 2014-2021, at the Ministry of Health, reveals the serious problems in these two levels analyzed. Thus, the salaries of the medical staff increased three times on average compared to the reporting year 2014, but the average degree of occupation of the vacant positions of doctors was 72%, and of medical assistants 80%. On average, during the analyzed period, 83% of vacant positions in the health system were not put out to competition. Regarding the funds allocated to the 58 hospitals subordinated to the Ministry of Health, 75% were for the purchase of medical equipment and only 25% of these were for construction, modernization, consolidation and capital repairs of the buildings. Also, the allocation of investment funds is not transparent, as no procedure has been identified regarding their allocation criteria (CCR).
