    • The Romanian healthcare system is at a crossroads. After years of continuous pressure, accentuated by successive crises, today we are talking not only about known problems, but about strategic decisions that will define the next decade.
    • Health Forum aims to bring decision-makers, professionals and experts to the same table to analyze where we are, what works, what can no longer be postponed and, above all, what real changes are needed for a more efficient, more digitalized and more patient-oriented system.

    The need for change

    • For too long, the healthcare system has been operating in a reactive manner, managing emergencies, not building sustainability. The lack of medical staff, outdated hospital infrastructure, bureaucratic processes and the slow pace of digitalization are no longer just challenges — they are systemic risks.
    • Today, at the Health Forum, we are talking about assumed change, about strategic decisions that must be made now, not tomorrow, for the health of Romania.

    • Any health system is, above all, about people. About doctors, nurses, auxiliary staff — fewer and fewer, more and more overworked — and about patients, who expect accessible, safe and predictable services.

    Insurance, a real public-private partnership

    • The role that insurance can play in a modern health system.
    • If we want a resilient system, adapted to demographic and technological pressures, we need to discuss all its components — including the role that insurance can play in the future architecture of health.
    • And, not as an alternative to the public system, but as a complementary pillar of sustainability.
    • We always talk about hospitals, reforms, public policies and national strategies. All of them are essential. But the European experience shows us one thing very clearly: no modern health system operates sustainably based exclusively on public financing.
    • High-performing systems are built on complementarity.
    • In countries like France, public insurance is complemented by complementary insurance that covers cost differences, additional services and accelerated access.
    • In Germany, insurance companies are a structural part of the system’s architecture.
    • In the Netherlands, the model is built on regulated competition between insurers.

    • Romanian hospitals faithfully reflect the state of the system: professional excellence in many cases, but uneven infrastructure, pressure on beds, lack of coherent investments and difficult management.
